Otter to Address $340-million shortfall

Boise--Fresh from black-tie weekend inaugural festivities, today Idaho Governor Butch Otter has to figure out how to fill a $340-million dollar black hole. Never in Idaho history has a sitting governor and legislature dealt with with a quarter of billion dollar deficit.

Budget writers say there will be deep cuts, even to sacred cows: Education, Health and Welfare. Insiders say that this session could forever redefine state services. The House just opened for business with the opening gavel--Otters speech gets underway at 1 pm.
